Taking a BP med in the group angiotensin converting enzyme inhihibitor (ACEi) such as Lisinopril, Enalapril, etc., it is likely the cause. Less common but it also occurs when taking angiotensin receptor blockage (ARB) such as Losartan, Valsartan, etc. If that is the case, change BP med to a different category, cough will resolve in weeks. Pulmonologist is the specialist to see for chronic cough.

Would suggest starting with his primary care physician for meds review, a physical exam and possible tests as felt needed. In case a specialist’s opinion is required, his PCP will be able to coordinate locally.

It is generally a good idea to start with your primary care provider for an assessment and to ascertain if referral to a specialist is needed. Some anti-hypertensives induce a dry cough as a side effect. If you have cough with sputum production, any fever or weight loss, see your doctor at the earliest. Wish you good health!
