Is chin/upper neck liposuction done under general or local anesthesia? how long does it take and what is recovery like? how soon do you see results?

Up to you: Lipo if the neck can be done comfortably with oral sedation and local or general anesthsia. Both are safe and most of the time it comes down to cost. Recovery can be very quick 3-5 day with bruising and swelling for potentially weeks. Results show be immediate depending on what your problem is and where you are starting from.

Either: For comfort sake most patients are heavily sedated. Recovery is quick. Wearing a jaw bra or compressive garment is imperative for a good outcome.

Depends: This depends both on your plastic surgeon, as well as the amount and location of the procedure. Some areas will require general anesthesia, whereas other will just require sedation. Talk to your plastic surgeon and anesthesiologist and work out the best plan for you.

Choices: Chin lipo can be done with general anesthesia, or IV sedation combined with local anesthesia. I don't usually do it with local anesthesia only.
