It's possible...: Many periodontists to extreact broken teeth if they are in the area that the periodontis is going to be working. My friend who is a periodontist took out one of my broken teeth. Nice job too. So if the periodontist wishes to do it and you feel comfortable then it'll save you a visit to another dentist.

It depends: If your general dentist is not comfortable doing tooth extractions, then he/she may choose to refer you to a specialist. Most experienced general dentists perform tooth extractions on an almost daily basis, so they should be comfortable enough to extract a tooth, even if it's badly broken down below the gums. A periodontist may be more experienced in these kind of situations, so it's a good option.

One who restores: Whoever restores the site would be preferred to do the extraction. Often after extraction an implant may be placed, or an ovate pontic can be place as part of a bridge, or even a small partial or flipper. These procedures may be affected by the outcome of the extraction and thus whoever doing the implant would do the extraction.
