If there is no effective cleaning between clients at the barber shop with blood sharing there is risk of not just HIV but also hepatitis from infected to non infected with the process described.

HIV cannot be transmitted through above mentioned mechanism unless fresh contaminated blood on it, the virus does not live on inanimate surfaces or in the air. There is still a risk for transmission for other germs and the wound should be watched closely until healed.
