Hard to 2nd guess: your urologist, BUT sometimes doctors do make mistakes. If your doctor did a scrotal ultrasound and found normal blood flow to the testicle, then that would be important to exclude torsion (which is serious). Other causes may include epididymitis or engorged veins, but impossible to tell based on the short history provided here. If your symptoms get worse, see your doctor again or a different one.
