Check it out : may be a musculoskeletal issue-consider chiropractic or neurologist if chiropractic not helpful.

Perineum Pain: There are nerves running through that region which can cause pain and sensitivity when damaged. Please return to your doctor. He/she may refer you to a urologist. Bike riders complain of this fairly often. Lots of reasons to be hopeful. Peace and good health.

Primary vs referred: Pain or sensitivity can be from an issue at that local or projected/referred from another source. This is like the heart attack victim that has tingling in their left arm. The negative cystoscopy/urine tests essentially rule out the penile/scrotal area as a source. Nerve sensitivity from a completely different issue is likely.
