NO, and don't try.: By "freezing" you mean numbing, local anesthetic with a shot, correct? You will need local anesthetic for your comfort and for the dentist's achievinig the best result.

No freezing: If the roots are necrotic, no local anesthetic is necessary. However most people will feel more comfortable with some local anesthetic. Sedation is another option but come with more risks and more cost.
