Levator muscle : There is a muscular layer around the anus that has some continuity with the base of the oenis that could have something to do with pain, although the way you came to have this pain probably will give better info about what muscles or erectile tissue you have overused, damaged, or there is some functional issues at hand. See a urologist for more answers
