Can inguinal hernia cause internal infection without causing normal external symptoms such as fever, etc?

No: An inguinal hernia is a small hole in the pelvic/abdominal musculature. Think of it as a human dry wall problem. It will cause no internal infections, or external for that matter. Mild discomfort, a bulge, some burning or pain would be the symptoms, generally. Good luck .
