Though your pain began after a surgery, chronic pain can occur in the absence of any tissue injury, or after the wound has healed. There are other factors at play that can drive chronic pain. A very small minority of pts. develop these kind of symptoms and there are many theories why. Your assumption is incorrect. The nerves giving the sensation of pain are above the site of surgery. Sometimes giving local cortisone and anesthetic med. injections help. If not nerve stripping of the cord can be tried. Suggest try an academic med. center. Good luck
