Yes high risk: You would be at significant risk of having another thromboembolism. The risk increases with age. If your heart is set on another baby you should seek a consultation with a hematologist and/or a perinatalogist before getting pregnant. You would very likely need to be on anticoagulant therapy throughout the pregnancy and post partum period. With this approach you should do ok.

Risk is increased: Another pregnancy increases risk of another dot. However, prophylactic treatment can reduce the risk. Preventive measures include elastic support, anticoagulation, and should also include testing to see if you have a clotting tendency.
