Torn frenum: It should be held by now if it looks as pink as the gum and inner lip. The hanging portion will shrink in time and will not be a problem for now.

It has healed: After 3 months, a torn frenulum can be considered "healed." it is not going to heal further. In theory, an oral surgeon can remove "dangling" tissue if necessary.
