Should be fine: It should however sit straight, not quite sure why the liner is making it tilt.

Tilt : Place the orthotic on a flat surface and tap the heel part and if they wiggle (swing) they are tilting. They are not correctly made. When place on flat surface they should not move. Hope i got the question right.

Should be fine: If the liner is thin and flat, it should be fine and just added a layer of cushion to the orthotic. Best of luck.
