My veins show and bulge when they are at rest. is this bad?

Depends: Where do they bulge and show? If they bulge and show in your arms when you have them hanging down by your side, they are most likely normal. If they bulge and show in your legs, that might also be normal, but that depends on how slender your legs are, how much you exercise, whether they hurt, whether you have ankle swelling, and a number of other things.
