Normal: When a kid is pissed their neck veins can bulge some from increased pressure. Their emotional state drives the venous pressure up. This is a nice visible flag for when she is upset.

There is a pea sized bulge in the radial artery or vein in my right wrist. It's rather hard and can be moved around to some degree. It's blue.
