It depends partly on the normal reference of your lab institution. A rate of 22 mm/hour is still in normal range in some lab normal references. Your lab institution probably take 15 mm/hr as the upper normal limit for male. As a clinician, I do not concern about the ESR of 19 mm/hr so you do not need to worry. In general, a lower red cell count than the average can give you a higher ESR.
