Is it normal to feel pain in the whole arm (from shoulder to hands) rather than just the injection site after a covid vaccine even after hours? or is pain supposed to spread starting from the injection site throughout body. is ibuprofen okay to take?

Correctly given shot should not cause whole arm pain and dfinitely should not spread to the entire body. Some feverishness, body ache and malaise is normal but if you are still unwell see your MD. Ibuprofen is OK to take.
