My ultrasound report showed that i have free floating anechogenic liquid near my right ovary that has a 1.6 cm hemorrhagic cyst. is this fluid the same as ascites, and this can be an indication of ovarian cancer?

All imaging results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, what you described could be a normal cyst that forms as part of ovulation. Get HPV vaccine. Wish you good health!
