Sure : Some tendons can be involved with inflammation but not trigger this could cause swelling and perhaps pain.

Trigger finger: Yes. It is not uncommon for the adjacent digits to certainly be tender and even sometimes visibly swollen. If it involves both hands or more than just the adjacent digits i would also consider an inflammatory arthritis potentially contributing.
