No: Drinking a bottle of water before having a blood test will not dilute your blood. Your WBC was slightly elevated otherwise. Talk to the ordering doc about the meaning of your results.

Agree with Dr. P: Drinking a bottle of water before blood test will not materially alter the results. In fact you should make sure that you are well hydrated before a blood test.
