Have filling that's close to a root,1dentist said i should get a crown, another said she could put filling in it again, could they refill old filling?

Severity: Old filling can be revel and replaced. But if tooth severely compromised there may not be enough tooth structure left to adequately support a filling for a long period of time. If not, best solution would be to crown the tooth to support the remaining tooth material. Seek the care that will give you the longest lasting result. Not being able to examine tooth, can't make choice for you.

Filling or Crown?: Generally speaking a crown is a better, longer lasting restoration that may well save you money in the long run. That is not to say that your tooth restored with a proper filling may not be adequate and last for years. Two competent highly qualified dentists may advise you differently based upon many factors including their philosophy and own experiences.
