Chip on incisor: need to find out why you have the chip and the relation of the chip to your bite. If you have interference in your bite can not repair since it can occur again. After evaluating your bite or occlusion it is recommended to have permanent coverage such as a crown.

Not for a small chip: If bonding is really out of the question due to occlusal forces/position of the defect, a porcelain laminate could do the trick. I still feel bonding could be given a try first.. no harm if it doesn't hold up. And if it does, your dentist is a hero.

See DDS: Need to clinically see to comment. A small fracture may be able to be smoothed down. Dependent on occlusion, a laminate may be an option. A crown appears to be overkill.
