Not a dentist but: Typically dentist like the chip to be a certain size and architecture in order to have the bonding "stick well" Sometimes they can create the architecture they need, but typically this is examiner dependent. Some will attempt to bond and give you a "no guarantee" that it will stick. Larger "chips" may need more work than just plain bonding.

No: No a chip can be any size, but as a dentist I must look beyond size and look at the patient as a whole to see "why" it chipped because a simple repair may not work or it may be better to simply polish. In your case if you think that it can not or you do not want it be polished then a visit to the local dentist is warranted.
