Second opinion?: Not all cases of gum recession can be treated successfully and often the results are unpredictable, especially in patients with less than ideal oral hygiene. I can't tell you why your periodontist will or won't perform certain procedures. That is something you would need to discuss with him\her in more detail or consult with another periodontist if you so desire.

Grafting: Grafting is only successful when the environment is correct. Enough bone, blood supply, oral health and over health and more. If your periodontist doesn't feel that a graft will be successful then there must be a good reason. If you do not have confidence in him/her or he feels uncomfortable with a procedure than see another periodontist for another opinion, but grafting may not be an option.
