Maybe: Every case is different. If you have had root planning then grafting of bone and tissue may be an option to help reduce pockets with excellent home care for the long haul. See your dental specialist.

Gum grafting: If you are asking "will my medical insurance pay for a dental procedure," no matter how imperative, the answer is no. You will need to discuss your need for treatment, cost of the procedures, benefit of the procedures, and insurance coverage, with the Dentist or Specialist Periodontist thats treating you.
