Would be good!: Any sort of aerobic activity, done at least half an hour, would help with weight loss. You may not burn as much on a recumbent bike, but if the alternative is not doing anything, the bike is much preferred. Kudos for taking the first step to better health!

Good: Riding a static bike is fine. The more important thing with exercise is consistency. If you prefer exercising using a static bike it is perfectly alright.
