Depends on cause: If this is sudden acute congestion caused by something like a cold, then Diphenhydramine (ie benadryl) would be ok for a couple of days. May make hm drowsy, though. If long term congestion from allergies or environmental sensitivities, there are both over-the-counter meds like children's claritan or both oral and nasal spray prescrition meds - for those, talk to your child's doctor.
