Heel pain + PF: 9/10 times, heel pain is caused by plantar fasciitis. Bursitis is rarely the cause of heel pain. Bursitis may occur on the back of the ankle, most commonly called retrocalcaneal bursitis. This is caused by friction to the back of the ankle by poor fitting footwear, tight or weak calf muscles and/or is associated with an achilles tendon problem.

Bursitis?: Typically, pain on the bottom of the heel is due to plantar fasciitis or heel pad syndrome. Bursitis around the heel involves the back portion where the achilles' tendon inserts. I recommend you see a foot and ankle specialist to accurately diagnose your problem and help direct treatment.
