Loose skin or fat?: Have liposuction if you have abdominal fat without any significant skin looseness or any muscle separation (diastasis). Have a tummy tuck if you have significantly loose skin (e.g. After pregnancy or weight loss), or if you have muscle laxity. Your local plastic surgeon can help you figure this out. Liposuction does not tighten skin or fix muscle laxity.
