Jogging at night.: Jogging at night is theoretically fine. In fact, you may tolerate your jog better in the cooler temperatures of the evening or early morning when the sun is not in the sky. That being said, you need to be aware of your surroundings. Don't run in desolate areas, wear bright reflective clothing, let someone know the route you'll be taking and when you should be returning.

Is it ever safe.: Well it is a lot safer than jogging with a blindfold on, but not much. Aside from negotiating potholes, rocks, curbs and a sundry of other hazards while moving thru less than adequate lighting, there is also the possibility of meeting the criminal element. You are wearing reflective clothing, carrying a phone only to mitigate both potential and very real dangers.
