Yes: It is safe to exercise close to max heart rate. In fact if your otherwise healthy it is perfectly safe. If you have any chest pain or shortness of breath of course stop. By the way a quick and easy way to determine your max heart rate is 220 minus your age.

Yes: Yes, if you are an otherwise healthy 26 year-old, exercising to a heart rate of near 200 BPM would be normal. An exercise heart rate of 175 would be healthy. As you exercise more, the heart rate during exercise will decrease. A heart healthy diet and exercise program will help you to exercise at lower heart rates.
