Arch supportive shoe: If the teen will not wear the orthotics, first, impress to the child that he may have more severe problems the rest of his/her life. The other option is to buy running shoes or sandals that are built with a lot of support, such as nike, asics, etc.

Choices have consequ: For a whiny teen in their counter dependency stage the role of a parent is to provide access to remedies for the child's afflictions. If the child refuses to pursue the remedy & thereby make a bad choice, i would not accept any more wining. You might point out to the teen that for you to trust them driving/attending special school events/etc. You need to see evidence they can make good choices.
