It can help: I use kenalog (triamcinolone). Before during and after an operation when i'm trying to remove a keloid.

This is often done..: To accompany scar revision, especially after removal of keloid scars. Typically the injections start at about three weeks postoperatively and are repeated every 3-4 weeks for several cycles.

Yes cautiously: Yes but need to be cautious not to interfere with wound healing which can lead to dehiscence or compromised integrity of the scar. Steroids help prevent keloid formation but can increase risk if infection or cause thinning of the skin.
