Why would the doctor order an echocardiogram if my other tests came back normal?

Due diligence: Different tests often look for different things. Echocardiography looks at overall structure and function of the heart and valves. Depending on your presenting symptoms and signs, your physician is trying to isolate possible causes as well as screen for similar presenting abnormalities. Talk more in depth with your doc to understand his work up.
