yes. A single EKG done in a stable setting gives a sample of heart electrical activity in that setting. The monitored heart activity during a stress is meant to drive the heart to higher workload and bring out abnormalities of any electrical activity that could trigger symptoms or represent heart disease. If both had stable electrical activity, your dizziness may be from other issues.

These 2 tests are different in detecting cardiac disorders. As mentioned a treadmill stress test, assuming you achieve 85% of your maximal heart rate can detect exercise induced arrhythmias & blockages in coronary blood flow & if nuclear scan is used,it'll show, areas of heart muscle damage& strength of heart muscle. An echocardiogram shows structural cardiac abnormalities & stength only
