Fever: 37 C is 98.6F and these are normal temperatures. Not all infections produce fever, and without knowing how well the armpit temperature was recorded he may actually have some low grade fever. With infants under a year old you are always better safe than sorry. If you have any questions about his fussiness, feeding, sleep patterns, etc. better to check with his pediatrician.

No, this is not: a fever. Is he sick in any way? Does he have a cold? Is he teething? Those could all be some reasons for his fussiness. Is he eating and drinking? If he remains fussy, even without a fever, I would recommend that you have him seen by his doctor.

Yes: That is a fever. Infants at that age may have a slight rise in temp but that can change in a flash. Please have your child seen very soon by a pediatrician. 36.8 C warrants investigation.
