It is not: This is a good thing to watch, but I wouldn't label it fever. A more accurate temperature is gained from a rectal temp.

Rectal temp...: To get an accurate temp in a newborn/young baby a rectal temp is necessary. The temp you are mentioning is not a fever however it may not be accurate. More importantly, if you are concerned that your 3 month old isn't acting well, feeding well, etc - have him seen by his doctor for evaluation now. Sleeping longer stretches at his age can be normal but he should be alert and playful when awake!
