No: There are many reasons a 13 cm cyst needs to be removed by surgery: unknown type, rupture, torsion,... often the cyst can be removed without removing the ovary. It would be w-a-y outside standard of care (at least in the US) to "observe" this rather than remove. If it hasn't been removed for tissue, how do you really know it's benign?
