Not yet: The diastolic, the lower value seems to be higher than normal. Make sure you check it while resting, ideally with 2 different devices and 2 different methods- manual and electronic.

Not too high: Your blood pressure is not too high. A BP of 140/90 is considered hypertensive. I see you list arteriosclerosis on your conditions list. That is surprising given your age of 23, but it can be a cause of your BP to be high. One reading alone does not make you hypertensive If it is consistently high, then discuss with your doc. I believe a low salt diet & exercise would help to bring your BP down
