Better hygiene: It is not uncommon for the gums to become inflamed while wearing braces. However, this is preventable with proper brushing, especially on the tooth surface between the brackets and the gums. Really scrub and remove all debris and food from the braces. It is also very important to use the floss threader your orthodontist gave you to floss in between the teeth under the wire.

Rarely: Rarely it's allergy to the stainless steel. Most often it's from compromised Oral Hygiene. Make sure you BOTH brush 2x/day for 2 full minutes BY THE CLOCK, AND floss and/or Water-Pik daily. Swollen gums usually due to bacteria. Ask both your Orthodontic Specialist and your General Dentist if more frequent professional cleanings, or referral to Periodontist (gum specialist) would be in order.
