Treat gum disease1st: Gum disease is a bacteria infection under the gum tissue. You will need to get the gum disease treated first and you may wish to try some orthodontic treatments with removable appliances. That way you could also use the perio protect method which has been shown to be better than conventional methods in treating the bacteria that cause the gum disease. Check with your dentist to see about this.

Wait: Usually an orthodontist won't start braces until the gum disease has been treated and seems to have responded to treatment.

May be: Usually gum disease should be arrest prior to braces. However, in many case where occlusion may be a secondary to continuing or exacerbating bone destruction, braces may be done concurrently to achieve the better outcome in periodontal therapy.
