Carbs/both,,,: When losing weight, it's a good idea to still maintain a balanced diet that does not eliminate any of the food groups. Cutting carbs is certainly good as most of these get stored as fat if there is too much. However, total elimination is not smart as it's likely to result in binge eating of them later on. Fruits and vegetables provide plenty of carbs without excess. Exercise also helps.
