Yes: It's ok to "cut the gums" but i prefer to use a laser. Better yet, ask him/ her how to best control the cause of the swelling (plaque--usually, some medications) if surgery the only way (which i doubt) laser will to a good job as long as your plaque control is excellent. How much? Ask your dentist.

Gums: Yes it is. Be sure your hygiene is excellent from now on so you do not have to do this again. Costs vary however i would seek out a skilled periodontist (gum specialist).

Talk to your dentist: discuss this with your dentist swollen or puffy gums are normal when closing gaps and will usually resolve with time and good hygiene. Ask your dentist for tips cleaning this area and follow the instructions to make it go away. If it needs to be removed your dentist will tell you when is the appropriate time. It shouldn't be that expensive depending on the method that's used.
