The cremasteric reflex is natural, not the cause of testicle torsion but that reflex is usually absent in testicular torsion. The other site may require a different type of stimulation, I assume, if you do not have any scrotal pain. However, some people do not have this reflex or only have it unilaterally.

Cremaster muscle is present on both sides of the scrotal skin. And the test has to be performed correctly- preferably by a Urologist No a normal reflex does not cause torsion
