Yes: Venous anatomy is very plastic in other words there is much variability in the patterns of veins in all of us. What you describe is common and can be considered a normal variant.

Yes: Veins can be visible in parts of the body with limited fat below the skin surface. Without fat padding, the veins can be prominent; like the hands, feet and the penis. Visible veins without pain or tenderness are considered normal and can be clearly seen in the normal penis.
