Hard to say: Can't tell why the tooth chipped, the condition of the tooth, restorations it may have, and how it occludes with your other teeth. If you question your current dentist's diagnosis, why don't you get a second opinion from someone that can examine you? This way you can be sure to treat that tooth and feel comfortable about it.

Depends: If only a small piece chipped and there are no other large restorations, i would just smooth it. If there are large restorations, it would need a crown. Since you have doubts, 2nd opinion.
