In short, yes: Dropping HCG levels mean an abnormal pregnancy if they are measured during the early weeks of pregnancy, this does not hold true if measured later in pregnancy when levels can drop and be normal. There are occasional time when they may not rise as expected when there are significant maternal illnesses as well.
