Persistent hcg: In this case aof a female who miscarried 9 weeks ago with HCG level still present even though dropping" should need a transvaginal ultrasound and follow the HCG until less than 5. The patient should be considered for treatment if the HCG persist or increasing with empty endometrium, This will require follow up and management with your ob gyn.

Probably Normal: As long as it is coming down it is not from a new pregnancy, because in that case it will be going up.It can take anywhere from 9 days to 35 according to American Association of clinical chemistry but it may take longer in some cases depending on how late in pregnancy was the miscarriage and how high hcg level was at the time of miscarriage. Why did the doctor ordered HCG level after miscarriage?
