probably not: Asbestos is only harmful when released into the air as particles and dust and then it is breathed in. Most buildings with asbestos have it incorporated in duct work and insulating panels and as long as these are undisturbed, there is no risk. Asbestos as a problem generally only occurs in workers dealing with asbestos day after day.

No: This stuff is political. Asbestos in a building poses zero danger until it is disrupted and starts floating around in the air and getting breathed. Much money has been thrown away and people's lives actually endangered by stirring up the stuff. Don't go into the places where there's asbestos and mess around with it, and don't be afraid of being around it when it's undisturbed.
