Not necessarily: In order to build muscle and lose fat, you need to put your body at a fat burning state (ketosis). This is best achieved by lowering your carbohydrate intake below 40 grams/day and taking 1.2 g of lean protein (branched chain Amino Acids would be more helpful) per kg(not pound) of body weight as well as 30 grams of lean plant or fish based fat.
